(A) It shall be unlawful to throw or deposit garbage, trash, refuse, and yard waste on any public or private property within the village, including retention/detention basins and creeks, whether occupied or unoccupied, except that the owner or person in control of property may maintain private receptacles for garbage, trash, refuse and yard waste, which are waste products resulting from the occupancy of the property itself. Such receptacles shall comply with the provisions of this chapter and other provisions of this code and shall be placed and maintained in such a manner so that the garbage, trash, refuse and yard waste deposited within such receptacles shall not be carried, deposited, or wind blown upon any street, sidewalk, or other public place, or upon any private property.

(B) It shall be unlawful for any person to deposit garbage or refuse or garbage containers or boxes, or recycling containers, or paper or plastic bags, or any metal container in any street, alley or public way except for a period from 4:00 p.m. before the day designated for collection and until 10:00 p.m. on the day of collection. At all other times garbage, recycling, yard waste, or refuse of any kind or garbage containers, recycling, yard waste, or metal containers of any kind shall be stored inside the premises or in the rear or side yard. Garbage, recycling, yard waste of any kind or their containers as outlined above stored in side yard shall be screened from view from the street.
