The City Clerk/Treasurer shall, upon payment of the fee, issue a permit to be attached to the vehicle taking advantage of the privilege and the permit may be moved from vehicle to vehicle so long as only one vehicle at a time is taking advantage of the permit. The permit must be attached to the rear view mirror or such as it can be viewed through the front windshield by a person standing at the front of the vehicle.
