(A) The provisions of this chapter shall not apply to emergency vehicles when performing a function for which they are operated; but in other cases, the provisions of this chapter shall apply to emergency vehicles, including police, ambulances, fire and other emergency vehicles not performing their designated function. The City Council may provide from time to time by minutes parking spaces for emergency vehicles, which spaces shall be clearly marked by signs and the spaces shall be considered no parking spaces by other vehicles.
(B) Functions which are permitted in this section for emergency vehicles except as may be posted are as follows:
(1) Ambulances. Picking up or discharging patients under any circumstances;
(2) Fire vehicles. The performance of firefighting duties; inspections, if no other space is available and traffic is not blocked; if ready access to the vehicle is necessary for the performance of those duties; and the recharging of materials at hydrants. This does not include ordinary maintenance such as washing or mechanical work; and
(3) City police vehicles. When upon a call; traffic-control; at the scene of an accident; investigations if not other space is available and traffic is not blocked; if ready access to the vehicle is necessary for the performance of those duties; and the placement as may be necessary to assist other emergency services including traffic-control. This does not include maintenance of the vehicle.
