No member of the Police Department shall allow unauthorized persons to ride in police vehicles. Authorized personnel shall be construed as:
(A) Police personnel;
(B) Prisoners;
(C) Members of the immediate family in conformity with departmental policy; and
(D) Other personnel designated on a temporary basis by the Shift Sergeant. Temporary permission may be granted by a superior officer for training purposes, humanitarian reasons or emergency reasons.
