§ 37.33 IDENTIFICATION.
   Officers shall carry their identification cards on their persons at all times, except when impractical to their safety or to an investigation. They shall furnish their name and unit number to any person requesting it, when they shall be on duty or while holding themselves out as having an official capacity, except when the withholding of information is necessary for the performance of police duties or is authorized by proper authority.
