(A) (1) Upon the adoption of this section and no later than the second meeting of the City Council following the adoption, a Police Overview Committee shall be appointed by the Mayor subject to the majority approval of the City Council. The Police Overview Committee shall consist of the Mayor, the Police Chief and three members of City Council. Members shall be nominated by the Mayor and approved by City Council. Council shall appoint its own members.
(2) The members of this Board shall serve without pay for that period of time needed to complete the appointed work. Nothing in this section shall prevent any or all from being re-appointed if needed.
(B) The Police Overview Committee shall, upon selection, immediately begin working to review and evaluate the City Police Department procedures and operations, including, but not limited to, ensuring said procedures and operations are compliant with all police officer training and standards and are conducted in a manner that is most beneficial to the citizens of the city.
(C) Work space and clerical help shall be provided for the Police Overview Committee to complete its mission as the Mayor and Council deems appropriate.
(D) As soon as is possible to implement, an accredited training program in law enforcement shall be established utilizing the facilities and incentive program of a nationally recognized law enforcement school to qualify each present member and any future member of the Police Department.
