No person shall possess or consume alcoholic beverages in a park at any time, unless he or she is a participant in an event for which an individual, or a club, organization or association has received a special permit for alcoholic possession or consumption, as described in Section 1062.07, or similar ordinance. “Participant” is defined in Section 606.01 of this Code of Ordinances.
