No person shall make any excavation or opening in or under any street without first obtaining a written permit therefor from the Department of Public Works. No permit shall be granted until the applicant shall post a cash deposit and file a liability insurance policy as required by Section 1020.03, nor shall a permit be issued until the contractor's name, address and State license number is furnished on the permit. All licenses shall be checked by the Community Development Director against State records.
