No person shall knowingly loiter about, frequent, or live in any building, apartment, store, dwelling, automobile, boat, boathouse, aeroplane, or other place of any description whatsoever where controlled substances, drug paraphernalia, hypodermic syringes, needles, empty gelatin capsules or other instruments or implements as are defined in this subchapter are manufactured, administered, delivered, possessed, distributed, sold, dispensed, furnished, stored, given away, or kept illegally.
