§ 132.02  PARENTAL NEGLECT.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      (1)   CRIMINAL ACT.  Any act which violates the statutes of the state or the ordinances of the city, and shall include habitual traffic offenders.
      (2)   HABITUAL TRAFFIC OFFENDER.  A minor who is guilty of four or more moving traffic violations within any 12-month period.
      (3)   PARENTAL NEGLECT.  The failure on the part of a parent, legal guardian, or any other person having the care or custody of a minor, or such other adult with whom a minor may be found residing, to exercise reasonable control over such minor, to prevent the minor from committing a criminal act or becoming a juvenile delinquent.
   (B)   It shall be unlawful for any person to commit parental neglect, as defined in this section.
   (C)   Whenever a minor shall be arrested or detained for the commission of any criminal act within the city, the parent, legal guardian or any other person having the care or custody of the minor, or such other adult with whom a minor may be found residing, shall be immediately notified by the Police Department, advising the parent or such other person of the arrest or detention of said minor, the reason therefor, and the parent's or person's responsibility under this section. A record of such notification shall be kept by the Police Department.
