No child under the age of 17 years shall be and no child shall be permitted, caused or suffered to be upon the public streets or in any public place within the city between the hours of 10:00 p.m. and 6:00 a.m. unless such child is accompanied by his or her parent or guardian or some adult delegated by the parent or guardian to accompany such child.
