(A) Dispensing devices for motor fuels shall be securely mounted on concrete foundations located, designed or protected to normally prevent damage by vehicles. Such devices shall be so located that vehicles being fueled will be entirely off sidewalks, streets, alleys or thoroughfares.
(B) Dispensing devices for flammable liquids shall be of a fixed type taking supply through the top of the tank. Systems requiring pneumatic pressure on a tank or container are prohibited.
(C) Pumps shall be so arranged as to control the flow of liquid at the point of discharge and, if any other than hand-operated, they shall be provided with secondary means of shutting off the power in the event of accident or fire.
Pumps and all piping and fittings in connection therewith shall be maintained free from leaks.
(D) Devices that will permit the flow of a liquid through a dispensing hose or nozzle when the hand of the operator has been removed from the nozzle are prohibited, unless the pump is manually operated or the nozzle is approved by Underwriters Laboratories, Inc. Such a nozzle shall have the latch open device as an integral part of the assembly and shall shut off the liquid reliably and positively when the gasoline tank is filled when it falls from the filling neck of an automobile tank, when it is subject to rough usage such as dropping or lack of proper lubrication, or when an automobile is driven away while the nozzle is still in the tank. During the entire delivery operation by such approved automatic nozzle, an operator may perform other services on the vehicle being filled but he shall remain at such vehicle until the delivery operation is completed and the hose nozzle has been replaced in its hanger.
(E) Dispensing devices for the dispensing of flammable liquids at a self-service gasoline filling station, including but not limited to coin-operated, card-operated and remote-controlled types, shall be subject to the approval of the Fire Department. Hose nozzle valves used at a self-service station for the dispensing of flammable liquids shall be automatic closing types without a latch-open device. Pumps and other devices handling flammable liquids shall be subject to the Fire Chief. Listing by a recognized inspection or testing laboratory having a re-examination service may be accepted, unless the use of such pump or device is in conflict with the intent of this subchapter.
