Any person seeking to engage in the business of a storage lot for used motor vehicles as hereinbefore defined shall pay the City Treasurer a sum of money per annum as shall be specified from time to time by resolution of the City Council, and shall execute a cash bond to the city in the penal sum of $500, and in addition that said licensee will safely observe the provisions of this subchapter. The bond shall provide that in the event the licensee shall fail to conduct said storage in conformity with the provisions of this chapter, that it shall be unlawful, but not mandatory, for the city to perform such obligations of this chapter and deduct the cost of performing same from said bond.
