§ 121.37 HEARINGS; PLANNING COMMISSION RECOMMENDATIONS; ESTABLISHING STANDARDS.
   (A)   The Planning Commission shall conduct a hearing on whether or not a license shall be granted and shall make a recommendation to the Council for approval or denial of said license. The Council shall approve, deny, or may order forth hearings if in their sole prerogative the same is deemed necessary. The Planning Commission shall consider the recommendation or objections of the City Manager, the Chief Building Inspector, the Chief of Police and the Fire Chief or their duly authorized representatives, and the persons appearing at the public hearing.
   (B)   The Planning Commission shall, with the approval of the Council, establish a set of standards governing the ingress and egress to said lot, the fence or enclosure to be placed around said lot, the location thereof, and the size of said lot, but in no event shall the Planning Commission recommend the use of this property contrary to any of the provisions of this chapter, this code or any applicable ordinance of the city.
