§ 121.08  ISSUANCE OF LICENSE.
   If, after an investigation by the Chief of Police or his duly authorized representative, the City Council shall be reasonably satisfied that the applicant has a good reputation, that the statements set forth in the application are correct, that the parking lot will not create a traffic hazard, and if the proper fee shall have been paid, the City Clerk shall issue to the applicant a license for a parking lot or garage, which license shall continue in full force and effect until the first day of October following the issuance of the license, or until revoked by the City Council. The City Clerk shall keep a record of all applications and licenses issued, indexed alphabetically and by location.
