No license shall be issued or continued in operation unless the holder thereof has obtained an inspection of each snowplow vehicle. The inspection of the snowplow vehicle shall be made by the City Manager or his duly authorized representative, and the license card for such vehicle shall not be issued until the City Manager or his duly authorized representative has completed the inspection and the vehicle has been approved to meet safe operating conditions.
