(A) No person shall engage in the business of operating a snowplow for hire upon the streets and sidewalks of the city without having first obtained a license therefor for each of such snowplows as hereinafter provided.
(B) No person shall operate or permit a snowplow owned or controlled by him to be operated as a vehicle for hire upon the streets or sidewalks of the city without first having obtained a license from the City Manager.
