All civil and criminal causes pending, and all rights and liabilities existing, acquired or incurred at the time this charter takes effect, and all suits and prosecutions for the recovery or enforcing of fines, penalties and forfeitures imposed by the ordinances of the Village of Inkster to punish offenders for the violation of the Village of Inkster charter and ordinances therein prescribed and directed, that are pending before either of the justices of the peace of the Townships of Dearborn and Nankin when the charter takes effect, are hereby saved, and such proceedings shall be consummated in the Municipal Court of the City of Inkster. It is the intention that this charter shall not be construed to alter, affect or abate any pending prosecutions and all prosecutions instituted after the effective date of this charter for offenses committed prior to the effective date of this charter may be continued or instituted in said court.
