For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HIGHWAY. Any and all streets, avenues, boulevards, public alleys, thoroughfares, public places or highways in the city which are controlled by either the state, county or city.
MOTOR BUS. Any motor-propelled vehicle that is operated as a common carrier or contract carrier of passengers for hire over a fixed or established route in the city, but such definition shall not be
deemed to and shall not include vehicles engaged in interstate commerce.
