§ 120.039  ISSUANCE OF LICENSE TO PERSONS CONVICTED OF FELONIES RESTRICTED.
   No public driver's license shall be issued to any person who has been convicted of a felony; except, the City Council may issue a license to the applicant if it appears that the applicant is presently a law- abiding citizen.  The City Council may consider the recommendations of the City Manager, Police Chief, or any other citizen in determining whether the applicant is entitled to a public driver's license.
