§ 119.12  AUTHORITY TO ENFORCE.
   The provisions of this subchapter shall be enforced by the Police Department, and it shall be the duty of any police officer of the city to require any person seen soliciting, canvassing or peddling, and who is not known by such officer to be duly licensed, to produce his license.
