Sec. 16.3  Duties of supervisors.
   Except as otherwise provided in this charter, the representatives of the city on the board of supervisors shall perform the statutory duties of supervisors. In the performance of his duties each supervisor shall represent the city, its government, and its inhabitants to the best of his ability.
