It shall be unlawful for any person to engage in the business or trade of drainlaying in the city without having first secured a license as hereinbefore required, or to employ any other person to do such work in the city without proper license, or to employ any apprentices to do such work without having a licensed drain layer in charge of such work and present in person at all times while such work is being performed.
