Any applicant who shall have successfully passed said examination and filed with the Director of the Department of Public Services a bond in the sum of $1,000 and paid his license fee shall be entitled to engage in the business of drainlaying in the city, and such incense therefor shall, upon the recommendation of such Commissioner, be granted to said applicant by the City Council.
