The city shall permit contractors and technicians engaged in the business of installing, servicing, maintaining or repairing receiving equipment, when legally licensed by other municipalities of the state to engage in such business, to also engage in such business within the corporate limits of the city upon registration with the City Electrical Department and the payment of a $2 registration fee; provided that the municipality in which such contractors and technicians are licensed reciprocate in recognizing licensees under this subchapter by granting them same privileges and charging substantially the same license and registration fees; and that the licensing ordinances are substantially equal to the requirements of this subchapter. No contractor who maintains a place of business within the city limits may claim the benefit of this section.
