The Board of Examiners or other agency shall:
(A) Make a thorough investigation of the training, experience, qualification, character, reputation and fitness of the applicants and/or of the persons to be examined, to determine their qualifications, competency and suitability to take part in the operation of the business.
(B) Examine all applicants for any license hereunder. Regular meetings therefor shall be held at least once a month and special meetings therefor shall be held at the call of the Chairperson or as the Board may determine or upon written request of three members, provided 24-hours notice has been given to each member before the time set for such meetings.
(C) Prepare examinations for applicants which shall be practical in character and relate to those matters which fairly test the capacity of the applicant to engage in the business. The examination shall cover the theory and practice of service, knowledge of the provisions of this subchapter, interpretation of charts and blueprints and plans of such service. The character, experience and qualifications of the applicant to engage in such activity shall also be taken into consideration, and in making such determination the license history of the applicant, conviction for violation of the laws of the United States, the state and of the provisions of this chapter, and whether or not the applicant engages in false, misleading or deceptive advertising as to service shall be considered. The examination may be written or oral, but when oral examinations are given, a stenographic report of the examination shall be made. The Board shall forward its findings and recommendations to the City Clerk.
(D) Conduct hearings to determine whether or not a licensee has complied with the provisions of this subchapter, or with the rules and regulations promulgated thereunder, or is qualified to continue to engage in the operations of the business, and shall report its findings and recommendations to the City Clerk as to suspension, revocation or renewal of the license.
(E) Keep a record of its proceedings and of the applicants for licenses, and keep available a list of licensees, their names, addresses and registration numbers.
(F) Make and promulgate administrative rules and regulations necessary to effectuate the provisions of this subchapter.
