§ 116.51  APPLICANT FOR LICENSE; QUALIFICATIONS.
   Applicants for licenses under this chapter shall meet the following qualifications:
   (A)   The apprentice or student shall be at least 18 years of age and of good moral character and have an education equivalent to the completion of grammar school.
   (B)   Operators shall be at least 20 years of age and of good moral character, and have an education equivalent to the completion of grammar school and shall have not less than one year's practice under the supervision of a registered operator or instructor as an apprentice or shall have graduated from a licensed training school. Operators' licenses shall be granted only to those persons who are able to pass an examination arranged by the County Department of Health, indicating said person is free of any communicable disease.
   (C)   The owners or conductors of any massage parlor shall be of good moral character, or, if a corporation, its officers of good moral character. The premises on which such establishment is located shall be sanitary and suitable for the conduct of such business.
   (D)   The owner or conductor of a school (and if a corporation, its officers) for any of the practices defined in this chapter shall be of good moral character. The premises on which such school is to be conducted shall be sanitary and suitable for the purpose and meet the approval of the County Board of Health as to its sanitary condition.
   (E)   An instructor in a school for any of the practices defined in this chapter shall be a person of good moral character, shall be a graduate of a grammar school, and shall have been a licensed operator for a period of at least one year and pass an examination arranged by the Wayne County Department of Health, indicating said person is free of any communicable disease.
