No person receiving a license under this chapter shall permit any disorderly conduct or the use of any immoral, profane or indecent language, or permit the sale, giving away or use of intoxicating liquors or narcotics, or permit such massage parlor to become or be a place or resort of thieves, prostitutes, narcotic addicts, narcotic peddlers or other disorderly persons.
