Any person seeking to engage in the business of keeping a secondhand store as hereinbefore defined shall pay the City Treasurer the sum of $25 per annum and shall execute a bond to the city in the penal sum of $200 with one or more sureties, conditioned that said licensee will faithfully observe the provisions of this subchapter.
