(A) No person shall engage in the business of keeping a secondhand store or a place for buying and selling secondhand property without a license from the City Council as hereinafter provided.
(B) Application for such license shall be made to the City Clerk upon blanks to be provided. The application so received by the City Clerk shall be referred to the City Manager, the Chief Building Inspector, the Fire Chief and the Police Chief, for purposes of investigation and recommendation by such.
(C) After receipt of such recommendations, the application shall be submitted to the City Council. The sole power to grant licenses hereunder is vested in said Council. Licenses granted by the Council shall be issued by the City Clerk.
