No person licensed under this subchapter shall sell any used motor vehicle intended for use on the highway or public street, which is in such unsafe condition that its use on the highway or public street, would endanger persons or property; and all such vehicles sold must have the following described parts and equipment:
(A) A functioning pair of headlights, so designed that there will be two distributions of light projected to different elevations the uppermost to be able to reveal persons and vehicles at least 350 feet distant during the night time on a straight level highway under normal atmospheric conditions; the lowermost to be able to reveal persons and vehicles at least 100 feet distant under the same conditions as above.
(B) A functioning pair of taillights which shall emit a red light plainly visible from a distance of 500 feet to the rear.
(C) A separate rear white light so placed as to illuminate the rear license plate and render it clearly legible from a distance of 50 feet to the rear.
(D) A stop light at the rear which shall emit a red or amber light when the foot brake is actuated and shall be visible at least 100 feet to the rear when used.
(E) A functioning set of brakes, capable of stopping the vehicle on a dry, smooth, level road, free from loose material, within 30 feet after initial application of foot brake while proceeding at 20 miles per hour.
(F) A horn in good working order and capable of emitting sound audible under normal conditions from a distance of not less than 200 feet.
(G) A muffler in good working order to prevent excessive noise and annoying smoke.
(H) A rear or side view mirror so placed as to render the highway to the rear of the vehicle clearly visible to the driver.
(I) A set of windshield wipers in good working order, capable of clearing the windshield of rain, snow and other moisture, and be so constructed to be operated by the driver of the vehicle.
(J) A windshield and a full complement of window glass that is sound and unbroken and without any minor blemishes that would tend to interfere with the driver's vision.
