Every licensee hereunder shall, on demand, exhibit all goods purchased or received, and each such licensee shall keep a separate record book open to inspection by a member of the Police Department in which shall be written in the English language at the time of the purchase or exchange of such article a description thereof, the name the description and residence of the person from whom the same was purchased and received, and the day and hour when such purchase or exchange was made. Each entry shall be numbered consecutively, commencing with number one.
