§ 115.08  REFUSAL TO ISSUE LICENSE; SUSPENSION OR REVOCATION.
   The Mayor and the City Council may refuse to issue a license to any applicant who has previously been convicted of any crime or who has twice been convicted of violating the provisions of this subchapter, or for other good cause shown. Each application for a license shall contain an agreement on the part of the applicant that he will accept the license, if granted him, upon the condition that it may be suspended or revoked at the will of the Mayor and the City Council. No license issued hereunder shall be used at any other location other than the location specified therein without the approval of the Council.
