Every licensee hereunder who shall loan or permit the use of any licensed cart, wagon or other vehicle by any other person shall keep a written record of such use, showing the person or persons making use of such vehicle, the address of such person or persons, the date the vehicle was used, and such other information as may be required by the Department of Police.
