The City Council is hereby authorized and shall, upon a petition from the Board of Health or the Fire Department, revoke or suspend the license issued hereunder on any of the following grounds:
(A) Violation of any of the provisions of this subchapter or the rules and regulations adopted pursuant thereto:
(B) Permitting, aiding or abetting the commission of an illegal act in such institution; or
(C) Conduct or practices detrimental to the welfare of patients.
