At such hearing, the City Council shall consider the following items in order to determine whether or not a license should be issued for the proposed private club, as requested in the application:
(A) Compliance with the City Zoning Code;
(B) Compliance with the City Building Regulations;
(C) Sufficient off-street parking facilities;
(D) Proper fencing for the elimination of headlights flashing in adjacent buildings;
(E) Compliance with proper traffic regulations to insure the safety of pedestrians and vehicles traveling on abutting streets and highways; and
(F) Abatement of noise that would disturb the peace and good order of the neighborhood.
