All private clubs must obtain a license to occupy the premises in the city from the City Council. Applications for a hearing before the City Council, to determine whether or not the said license shall be issued, shall be furnished at the office of the City Clerk. The City Council shall, by resolution, determine the annual license fee for private clubs.
