The license fee which shall be paid to the City Clerk shall be not less than $25 for each day during any part of which the carnival is proposed to be conducted, and shall be paid for the full term of the license in advance, before the license shall issue; provided that in case the Council shall approve a license for a period of more than 30 days, not more than the license fees for the first 30 days of such license need be paid in advance. In such case the license fees for the remaining period of the license shall be paid in advance at the beginning of each 30-day period. If it shall appear from any application that the carnival for which license is sought will occupy or use more than one acre of ground, then the license fee shall be $50 per day.
