The Chief of Police may recommend the suspension or revocation of a public dance hall or roller skating rink license by written notice to the licensee. Said notice shall set forth the reasons for the suspension or revocation of said license and shall set forth the date and time for a hearing to be held before the City Council. At said hearing, the Council shall determine whether or not the suspension or revocation recommended by the Chief of Police shall stand, be modified, or withdrawn.
