No person shall operate a public dance hall or a public roller skating rink without first obtaining a license from the city. Said license shall be authorized by the City Council and issued in accordance with § 113.113 by the City Clerk upon payment of the annual fee of $50. Said licenses shall be effective for one year and shall be renewed on November 1, annually, of each year. One license shall suffice for a hall that is being used for both dancing and roller skating.
