It shall be unlawful to hold any public dance or public ball or roller skating in the city other than in a licensed public dance hall or roller skating rink. No person shall operate any public dance hall or roller skating rink in the city without first having obtained either a public dance hall permit, license or temporary license, or a roller skating rink permit, license or temporary license; provided that the City Council may issue a temporary or probationary permit for the purpose of determining whether or not a license should be is issued.
