The City Clerk is hereby authorized to issue a $100 street location license for the operation of such mechanical amusement device or devices to any person of good moral character, upon the payment of an annual license fee of $15 for each device. The annual license fee for amusement rides for small children shall be $7 for each device. An additional fee of $5 shall be charged for every transfer of location of any mechanical device.
