It shall be the duty of the Commission to improve and beautify in appropriate manner the parks, parkways and public places placed in the jurisdiction of the Department of Parks and Recreation by virtue of this chapter. They shall establish such reasonable rules and regulations for the protection of rights and property vested in the city and under control of the Department for the uses, care, maintenance and management of all parks.
