Within or upon said parks no person shall build a fire except in places designated by the Commission; nor throw stones or other missiles; nor fire, discharge or set off any rocket, cracker, torpedo, squib or other fireworks containing any substance of any explosive nature. The last inhibition shall not prevent special fireworks exhibitions to be given under the auspices or direction of the Department.
