The Michigan State Police Fire Marshal Division Flammable Liquids Regulations, effective February 15, 1956, and approved by the Commissioner of Michigan State Police, are hereby enacted and adopted by reference. Copies of such code of regulations are on file in the office of the City Clerk and are available for inspection by and distribution to the public. The Michigan State Police Fire Marshal Division Flammable Liquids Regulations are hereby adopted with the same force and effect as if fully set forth herein and all persons, firms, co-partnerships, corporations and voluntary associations transporting, storing, handling, selling, using or processing flammable liquids shall conform to such provisions and regulations; provided, that the provisions and regulations of such code are not in conflict with any of the provisions of state law or this code and any other applicable ordinance or resolution of the city.
