It shall be unlawful for any person in the city to possess, harbor, shelter or keep more than three cats, other than cats under six months of age born to a female cat under the care, custody or control of such person. The foregoing provision excludes kennels, veterinary hospitals, clinics and pet shops in properly zoned areas.
