There shall be a public pound in the city to be located at such place as may be designated by the City Council. Such public pound shall be ordered and established by the Council and shall be known as a dog pound; such dog pound shall be under the supervision of the Mayor or his duly authorized representative or such society, organization or association as he shall appoint who shall be responsible for and who shall have full custody of its maintenance and operation in the interest of the general wel fare and health of the dogs entrusted to the custody and care of such public pound.
