(A) Such license shall be issued by the City Clerk and shall entitle the licensee to keep any number of dogs six months old or older, not at any time exceeding a certain number to be specified on the license.
(B) The clerk shall not issue a kennel license under the provisions of this subchapter unless the applicant therefor shall receive the approval for the issuance of the said license from the Chief of Police or his duly authorized representative, who shall determine whether or not a license for a kennel shall be issued to any applicant by an inspection of the kennel to be covered by the license to determine that said kennel is of such construction as will adequately and comfortably house any dogs kept therein at any season of the year.
(C) The City Clerk shall not issue a kennel license under the provisions of this subchapter unless the applicant therefor shall receive the approval from the chief inspector of the city or his duly authorized representative.
