(A) Any person deemed to require a kennel license as set forth in § 91.36 shall make application to the City Clerk for a kennel license entitling him to keep or operate such a kennel. Proof of vaccination of dogs against rabies is not required with such application.
(B) Before approving the application, the Chief Building Inspector shall determine that the request of the proposed new kennel does not violate this subchapter.
