No license or license tag issued for one dog shall be transferable to another dog. Whenever the ownership or possession is permanently transferred from one person to another, the license of such dog may be likewise transferred upon notification given to the City Clerk, who shall note such transfer upon is records, and a charge of $.50 shall be collected by the City Clerk from the new owner to cover the cost of making such transfer.
